The guy should have took his $20,000 and bought 14 1oz gold coins and then crossed the border. Much easier to hide 14 1oz coins than $20k in cash.

Why would they care if the dude won money? He's not a terrorist, obviously, so give him his money back. And they wonder why people sneak around. Not once did the article discuss why they have to declare $10k. Even the border guy said that put him over the limit...he broke the rule. So? It's just an arbitrary rule. Uggghhhhhhhh.
