which is up for re-election in '12 if reps have 2 year terms and he was last elected in '10?

It appears from reading the form

that the committee to re-elect the congressman disbursed $500 to the RP 2012 Presidential Exploratory Committee for the purpose of a primary.

And that the disbursement took place on January 14, 2011.

It is a bit mysterious . . . how can a committee that has not yet been formed, receive a disbursement?!
