I had to listen to this several times before I could stop laughing...how could anyone interview this guy with a straight face?
I hate Presidential Campaign Economic Plans!! Least of all, because once the guy becomes President, we never hear of his much-vaunted plan ever again. But most of all, because we have to hear about his plan over and over and over.

Dubya: "My plan's gonna save SS $6 BLN over the next 6 years and save Medicare $3.5 BLN over 12 years. But his plan's gonna cost America $1100 per family over 19 years an' leave SS with a deficit of $5 BLN a year over 9 years..."
Algore: "I want to put SS money into a "lock box" and my plan will save $4.8 BLN over the next 5 years and save Medicare $36.5 BLN over 12 years. But his plan's going to cost America $3200 per family over 7 years and leave SS with a deficit of $7 BLN a year over 12 years..."

That sort of talk makes me nauseous.
Personally, I look at how much I have now, and what I have to pay. That's it.
Yeah, I do some planning, but it by necessity is always VERY loose because you can't plan for everything that might come up.
The President's budget is NOT a numbers issue.
A budget is a PLANNING TOOL.
It should set a goal.
It should outline one possible path to reach that goal.
It should provide a compass to keep you on the path or use to judge if a course correction is necessary (or even take a different path) in order to reach that goal.
A budget is more about goals and principles than about numbers.
The goal might be no one dependent on government spending, and/or a smaller and less intrusive and oppressive national government.
The path MIGHT include some form of transition of turning over SS and Medi programs to the States, eliminating the enforcement of wage slave taxes under the guise of income taxes, selling off overseas military bases, closing entire departments like Energy, EPA, Education, DHS, HHS, HUD, Labor, etc. It might include revitalizing the State Militias as a tool for defense.
It might include other solutions entirely.
The compass might be the Constitution and past precedent set by the Founding Fathers in following it.
To be sure, there would be numbers associated with these paths and goals. But they aren't as important as the path, goal and compass themselves.

Actually, it was the perfect plan for only 13 minutes because it exited Herman's mouth 17 minutes into the interview. Now Herman's new plan is the best plan of all. As soon as he figures our what's important to you he'll give you his new plan. But it's the best plan yet. You just tell him what you want to hear and then he'll give you the best plan you've never heard before. The only catch is this new plan expires as soon as you blink. Same as the old plan.

when someone asks you what your plan is you tell the well it doesnt work now, then shouldnt your next question be why are you here?

He said that his budget plan (apparently 1 year ago) was to focus on paying these obligations in a nice 4-point strategy (he does like his numbered bullet points, you know):
#1 - Pay interest on debt to creditors
#2 - Pay for military and their families
#3 - Make sure people still get social security checks
#4 - Make sure medicare and medicaid still pay people's bills
But then he said this plan (the "Cain plan") won't work now, because they've waited too long and now we're in too much trouble.
Of course this doesn't make any sense (on many levels) but that sums up the video.
#5- You run out of money and just print more.
So his plan was to just pay for everything that we are now and pay down the debt, or essentially do nothing different. The missing element here would be where the money is coming from. Perhaps #5 was "print/borrow/tax"?
