My understanding is that this law, like similar "named" laws before it, are retroactive, which is Federally unconstitutional (no ex post facto laws) and will really do nothing to solve the problem, but make more over the top mandatory sentencing. This is not unlike the law that says if you pee on a golf course you are a possible sex offender or publishing bathtime pics published on your own facebook account as soliciting child porn.
What if my child, God forbid, accidentally drowns, and I did not report it exactly within the hour? Who get's to determine the exact time of death? That can easily be manipulated. Why the arbitrary time of 1 hour?
