Anyone know when the Board of Elections was created...

Is the Board of Elections a government agency or is it like the Federal Reserve, a private institution in partnership with the government?

Um, what "board of Elections?"

Perhaps you are talking about a State level agency? In that case, it would depend on the State.

As far as I know, there is no such monster on the Federal level. There is however the Federal Elections Commission which deals with issues with candidates for federal office.

I was thinking about the county level

I was thinking over the election process and it seems to me that county board of elections do not work for the people, but for the party.

Not all counties have election boards.

Such organizations are according to state law, so that would vary.

As for who they "work for" that's anyone's guess.
