That article doesn't say mandatory at all.

It simply says Mexico intends to provide the vaccine to all girls and that the vaccine will be given to all girls.

This could easily be a "universal availability if you want it" situation as well as a "take this or we will kill you" situation.

Unfortunately, the article is not clear which it is.

Providing it (as an option) is different...
