Any rules in the next debate about treating candidates in an unbiased way ?

In the debate on Wednesday, when Ron was trying to finish his sentence when his time expired, he was reminded by the moderators that he had agreed to the rules of the debates. Can we ask the moderators of the next debate, whether they have rules about treating all candidates fairly or they have already decided that they would give most of the questions and time to their appointed "frontrunners" and only save the "gotcha" questions for the other candidates ?
With the biased exposure that he is getting and every other candidate trying to sound like him, what else can be done ?
