If anyone thinks otherwise, I'd be very curious to hear what and why there are "property rights" in the first place.
Property?
Depends on how you define property I suppose.
But it cannot be said that information is not valuable.
Nor can you 'force' me to divulge information to you that I don't want you to have.
The only difference to 'property' is that information once shared is commonly held by those in possession of it.
If not managed carefully, its value very quickly drops from one based on scarcity to one of distribution capacity.
Therefore value can very much be 'stolen' from someone who is managing the transition between the two scenarios.

You don't need another piece
You don't need another piece of unconstitutional legislation for that. Our judicial system is sufficiently prepared to deal with cases of theft.
This is not about piracy or foreign rogue websites per se. Its about protecting a corporatist business model and cracking down on perceived threats to corporate and Hollywood media, and by extension, government propaganda, which enables centralized power.
Super-regulators like Bob Goodlatte are more willing to comply with corporatist lobbyists than the limitations of their own Constitutional authority.
Where exactly in the Constitution is Bob Goodlatte authorized to pick market winners and market losers or disregard any of the Constitution's amendments? If he were aiming to repeal or amend the first amendment, that might be another story, but he's not.
