The superPAC is something new in politics, made possible under federal campaign regulations by a recent Supreme Court decision. SuperPACs are not limited in the amount of money they can receive from a single individual. A billionaire can give as much as he likes, and so can you.
In order to benefit from the new rules, several superPACs have been set up to augment various presidential campaigns, including one dedicated to Ron Paul, http://www.revolutionpac.com/
Although any American can donate to the superPAC, its real attraction is for those who would like to donate more to help the campaign than their legal maximum of $2,500 ($5,000 for a married couple) in contribution to the official campaign.
Of course anyone can spend their own money independent of the campaign. An example is one supporter who designed and placed a full-page ad in USA Today in 2008. It cost him over $75,000 as I recall.
The SuperPAC is a convenient way for supporters to pool their independent contributions to achieve an impact, and it makes perfect sense to do so if they have maxed out in giving to the official campaign.
