Community Access Television is cable based channels that allow for groups, individuals etc to broadcast whatever interest they have for free.

Also note, by law if you want to advertise on a cable channel (say the discovery channel) for a politician or political campaign, they have to give you the lowest rate possible. Many times you can run 30 second ads for as little as $1.75.
Also any students that are video taped for cable class rooms be sure to wear your "Vote for Ron Paul" T-shirts, make sure your positioned where you back is viewable to the camera.
