Caucus Speakers?

I don't know a lot about this caucus stuff, but I was reading today that each candidate has a speaker at every precinct that represents them before the people vote. Is this correct, and if so, who are these people who have the final chance to speak for Paul? Do they all read the same statement that is written beforehand, or do they speak their own words? How much time do they get? Please fill me in on how the speaking portion goes.

Any caucus goer...

Any caucus goer may speak briefly on behalf of any candidate. They aren't "official" speakers.
