just saying, as an insurance broker that does health insurance, I would imagine the rates to be high due to claims experience and low participation.
Lower premiums happens as a result of claims experience in a given area spread out over healthy people.
I do applaud your initiative, this would just have to be a large non-profit. VERY LARGE
