Rick Santorum may be left off the ballot in the Indiana primary, giving the former Pennsylvania governor fewer chances to claw his way back into contention for the Republican presidential nomination.
Santorum fell 24 signatures short of the 500 needed from the 7th Congressional District, where Indianapolis is located, according to county voter registration officials speaking to WIBC.
Mitt Romney, Newt Gingrich, and Ron Paul are all expected to qualify for the ballot. Santorum could mount a legal challenge or appeal to the Election Commission, although it is unclear how successful such a campaign would be.

Note: In Indiana a candidate must collect 500 signatures from each of the 9 congressional districts. Signatures must be from registered voters and must be validated and certified by each county voter registration office by January 31st. The packets of signatures are then gathered together/collected back up from each county office and presented to the state to request that the candidate's name be placed on the statewide ballot.
RON PAUL WILL BE ON THE BALLOT IN INDIANA. I KNOW BECAUSE I HELPED TO MAKE SURE THAT MANY OF THE SIGNATURES WERE CERTIFIED, PICKED UP AND DELIVERED TO OUR STATE COORDINATOR.

It is a bit like reading tea leaves to figure it out.
The state is made up of nine congressional districts, each with multiple counties. Since the signatures are verified at the county level (the deadline for submitting signatures for verification at the county level was Jan 31st), you don't necessarily know whether the candidate failed to gather the 500 verified signatures until they are turned in at the state level(the deadline is next Friday), and the district are tallied.
If the candidate gets 500 or more in a single county, then you know that they have fulfilled the requirements for whichever district the county is in, so we can know that at this point.
District 7, which was the one where Santorum failed to qualify is one county, Marion county, which is comprised almost entirely of Indianapolis. It was easy to know, since the entire district is only one county, that he didn't make it, which disqualified him from the state ballot.
The reason I say that Gingrich may not actually make it is that I live in Tippecanoe County, which is the largest population center, by far, with Lafayette and West Lafayette, in Indiana's 4th District.
While we can't know for sure how a candidate has done just by looking at our numbers, we can certainly get a good idea.
I emailed one of the co-chairs of the board of elections, who is responsible for signature verification, two hours after the deadline on Jan 31st, to get the county totals:
Newt Gingrich- 50 signatures
Ron Paul- 480 Signatures
Mitt Romney- 536 signatures
Rick Santorum- 491 signatures
Barack Obama- 263 signatures
Romney was the only one to exceed the 500 signature threshold in the county, guaranteeing that he satisfied the requirement for the 4th District. It certainly looks as if both Ron Paul and Rick Santorum were also likely to satisfy the requirement, as they were both within a handful. I was surprised that Obama had only about half what is required.
Gingrich only gathered 50 verified signatures, only 1/10 of the required. Being that Tippecanoe County is the largest county, by far, I will be VERY interested to see where he comes up with the balance. Given how poorly Gingrich showed in comparison to the other candidates, I think there is a good chance he doesn't make the ballot, though I'm sure we won't hear anything about it until Indiana announces the ballot in 10 days or so.
Should we consider launching challenges? Deadline Feb. 17?
I tried to track all candidates' progress through the signature collection process and this is what I learned. It is a complete circus. There is no statewide system being used to record verified totals in each county. Short of calling all 92 county clerks every day, there was no way to know. But I totally agree with your above assessment. I actually made a list of all county clerks' phone numbers and then organized them into districts. I made some calls ...Newt and Santorum's numbers were dismal or non existent.
Interestingly, as reported by Howey Politics on January 23, Newt had a couple hundred and Santorum had ZERO verified signatures in the entire state. As you know, they were banking on being able to buy their places on the ballot with Mike Delph's proposed legislation (Delph supports Santorum). So supposedly, Newt and Santorum's staff got busy collecting and verifying signatures (4,500) between Jan. 24 - Jan. 31. Santorum's excuse for failing: his collectors were unfamiliar with the redistricted boundaries. With your numbers for Gingrich in Tippecanoe..I cannot imagine where the other 450 might have come from. Definitely not from Montgomery (which is where I am).

Here is my question for everyone. Should we consider holding their feet to the fire (with the expectation that we will also be challenged)? I believe the deadline is Feb. 17. Newt's ballot failure in Indiana is very likely to be exposed in the coming week or so once the complete (or incomplete) packets are submitted to the state by the respective campaigns.

I know a lot of my neighbors and family/friends who would vote for Santorum just because of his 'religious background'(and moreso, that he dives headfirst with it at the front, whereas Paul has religion as a guiding principle, but not something he would 'force' on to people).
Sadly, that's the feeling I've gotten from my time down in Southern Indiana(born in Bedford, spent much of my life between Bedford and Salem). I know last time I voted there were many 'good ole boys' who came in(talking as loud as they could to boot, XD), asking 'who's the republican candidate' and 'is he a christian?', then voting purely on that.
What I'm getting at is it wouldn't surprise me if Indiana had more of the 'blindly devoted to someone purely on religion' type of demographic. Luckily, with him not on the ballot, and Newt's reputation, it also seems that Paul could rise and win here.
Sadly, we're a late primary, so we won't get all the 'buzz' that all those up until Super Tuesday get.

Indiana is a tall state, here up north while I havent probed alot in my small area i have heard of one person going to vote for talking head grinch, one new voter asking about voting to vote for ron paul, and another ron paul yard sign. thats all i've seen/heard, youre right we are a late state.

I knew the demographic was probably broader than just my 'neck of the woods', but that still makes my day knowing that 'it's not set in stone'. It's just disheartening when family and friends talk about Santorum or Romney because they are either 'die-hard Republican' or 'die-hard Christian'. I had a cousin(I always wanna call him my uncle, he's about 16 years older than me, XD), who told me all he heard about Paul was that he was 'crazy'. I asked him how he'd come across that conclusion, and he spends the majority of his day doing in home care for a old woman with Alzheimers, spending most of that time watching the news as well. Similar situations have popped up with different members of my family and some of my friends, who aren't even considering Paul.
But I am optimistic. My hope is that the 'blackout' of Paul will cease to work when this becomes a 2 man race. It'd be a 'dream' for me if Newt dropped out before the next debate(and Santorum probably will anyways, not looking so good for his finances last I heard...). Then, it'd just be Paul and Romney on the debate stage. Even if Paul still isn't 'treated fairly' on the news, it being just him and Romney will, as I like to say "strike a contrast", that hopefully will get the people I know and love to take a second look at this 'supposed crazy man'.

We've had some election issues here recently so there is little interest in bending the rules for anyone.
Here in Indiana it was discovered that Obama had a bunch of duplicate and forged signatures on his primary application and technically should not have been on the ballot. It was a big deal but wasn't discovered until just last year. So this time they were checking them very closely.
We also had a republican try to push legislation just a couple weeks ago to make it easier for both Santorum and Gingrich by allowing them to pay $10k instead of getting the signatures. The guy had to recall the proposal because so many people bombarded him with negative emails and Facebook posts.
So at this point any attempt to challenge this would be a disaster here in Indiana at this point.
He's not dropping out
He's got bank-rollers laying game in the industrial states. Pennsylvania, Ohio, West Virginia, etc.
Resources he doesn't have to spend in Virginia and Indiana is resources he can concentrate on winning in other states (the rust belt). He's gambling on gaining momentum and sweeping up the bigger number of the WTA states in April.
I believe we're stuck with him until mid-late March. Through February at the very least.

This isn't so bad. I know a few santorum supporters that support him over Paul because he is "more strongly supportive" of their christian values...supposedly. But they said they would vote for Dr. Paul if he doesnt make it or drops out which could be a result from missing more ballots. I figured if they are duped by Santo, they would be for Gingrich but many that like Santo would come over to Dr. Paul. Now the ratio of how how many I don't know.

But I think the best thing is if they stay both in the race.
If one drops, the other will receive the votes and Ron Paul will have a bigger percentage gap.
If they both go away. They will endorse Romney and the GOP machine will be all over Ron Paul.º
If both remain. Romney will not have enough delegates and Ron Paul can gain the momentum to be ahead in the race.

That tells me a lot. Santorum is toast!
It wasn't so much a shortage of Santorum supporters
as it was a lack of his supporters who could sign their names.
