Notice how the government and media have changed the terminology for describing the targets of drone strikes over time, from terrorists in the beginning, to enemy combatants, to Islamic extremists, to insurgents, to now suspected militants. What's next, suspected armed people?

"Suspected militants"
is the new term for "anybody who happened to be in the area where they shot the missile, and are now dead".

That's what I was thinking
But, they're not funding 30,000 drones. I think you read that wrong. That's just an estimate for how many there might be in 2020.
