One clarification - these are national delegates, not to be confused with state or county delegates.

Yes, they can. If you look at my explanation below, it's a delegate slot, not filled by a person yet, but still reserved for a candidate. The slot gets filled at the state convention, but it is reserved for the candidate NOW.
How can one have National delegates
if the State and county conventions have not yet taken place? This does not make sense. Aren't National delegates selected at the State conventions?

Allocation, not designation
It is that way because from my understanding it's an allocation, not a designation. Slots for delegates are created (allocated) for a candidate but no person has been designated to fill that slot yet.
The national delegates will be designated (a person selected for that slot) at the state convention. They will be bound by law to vote for their designated candidate on the 1st ballot.
Also, other unbound delegate slots will be filled at the state convention, if any.

Simplified rundown:
In caucus states, delegates elect delegates to the next level convention. I'll use "county" to describe delegates at that level even though the more populous counties have multiple conventions in a given county.
Precinct attendees elect delegates that will attend the "county" convention that their area feeds into.
"County" Delegates go to the "county" convention and elect delegates to the state convention.
State delegates go to a state convention and elect national delegates to the national convention.
Natonal delegates go to the national convention and elect the party nominee for office of president.

be getting their asses out to caucus, whether it is slightly inconvenient to them or not, or these numbers will look a whole lot uglier come the convention.

With all the crying and whining about us always losing that
I have seen on this site in 4 years, I find it despicable that the majority of supporters milk the masses from the quiet of their home, thinking everyone else will do this for them, and then after not voting, they still come here and whine and cry about losing.
