A question...
In the advent of a number of liberty minded delegates being elected around the country, and on the odd chance that they'd become an actual majority within the GOP. At what events could the power of that block of like-mindedness be exercised? How could such a majority oust the current powers that be and gain control of the levers? All of the levers?

It's in established rules within Roberts Rules
That business items that receive a quorum, or majority vote approval " pass". Wether or not those who voted " no" like it.
If Ron gets the greater number of delegates then by rote he has the " quorum" or vote locked up.
Since all the delegates committee business is conducted in the open by quorum ( vote ) calls the RNC could not deny Ron the nomination if his delegates got the majority vote.
The chair of the RNC may be appointed by means other then a quorum call, as I've never attended a national RNC event I can not speak to how the " chair" is chosen. But one doesn't need to hold the " chair" to hold a quorum, all one needs is the majority of delegates.

So I have them with me all the time, one never knows when one might need to gave a quorum call, or set a time for closure ( my mother-in-laws house while honey and I vist....hmmmmmm).
Really, buy a copy and study it. It's a very DRY read, but very important as well.
Here's some basics.
The " Chair" calls the meeting to order. The chair is there for one major purpose " to keep the meeting focused and proceeding in an orderly fashion." the Chair may NOT introduce items of his/her own for business, but MAY step out of the " chair" by turning the " chair" over to the " vice chair" between " business topics, after a quorum call and before the next business item is introduced.
Reading the minutes: the secretary reads the minutes of the previous meeting and business for the present meeting being brought to the table/ discussion. The reading of the minutes, must be approved by a quorum ( majority ) before moving on to the table/ discussion topics.
Topics, table discussion: Any " new business" may be brought forwards by anyone who is on the committee. Each " new business" topic is " specifically introduced for consideration" and must be either voted up or down as it is, ( parliamentarians occasionally may choose to advise the chair to allow "amendment " to the topic providing the person who introduced the new business is in favor of amending his/ her new business.) the chair shall call for an yes/ no vote on each new business item individually and shall NOT proceed to any other business ( new or old ) until a quorum to the yes/no has been agreed upon on too that business presently before the committee.
A " time " call, or a afixed length of the meeting time may be called by anyone but the chair at any time as long as no new business is presently before the committee. Most committees set a specific time limit on meetings, at the initial meeting to be applied at all following meetings. as doing
business can run long.

There were some other posts about Robert's Rules on the DP. I won't be able to look them up right now but will get back to this thread at a later time.
I could use a crash course
as well. I kind of know my way around the basics, but haven't really done much since the last county caucus in 2008.
