Maine GOP leader's prediction one day before: "It'll come down to 200 votes"

"What will happen is that either Paul or Romney will win by 200 votes, in my opinion, one way or the other," Webster said Friday, although he said he did not know the tally from the caucuses that have been held statewide.

Hundreds swapping
I find the number 200 to be interesting.
This is the number one might get with hundreds swapping in transcribing vote counts. If Paul gets 210 and Romney 140, then a hundreds swap would attribute 110 to Paul and 240 to Romney, a fraud of 200 votes. Several of those can be accumulated as needed. If you want at least a hundred votes Romney over Paul, then you will average about 200 votes over. (This example also applies to the handwritten method at the end.)
There are other approaches to fraud that would also create multiples of a hundred but would risk someone observing the total does not match the number of attendees at a precinct.
Adding a 1 before a 2-digit total or dropping a 1 from a count 120 to 199. For example, Watch the Vote reports Paul 25 and Romney 10 in Penobscot county. Suppose that is the real count. A transcription error can change that to Paul 25 and Romney 110. This is better done in caucuses with large numbers and with some confusion.
Also, for handwritten tallies, one can choose to interpret ones as twos and the other way around for the hundreds place.
If a party boss says it is impossible for Paul to get 90 and Romney 10, then a worker can be convinced to add a 1 to the Romney total. He is just correcting an error made earlier.
I'm not claiming that any of this happened. I'm just saying that the number 200 reminds me of these methods.
