Jones Bill: Offensive military force by a President without prior and clear authorization of an Act of Congress Impeachable

Expressing the sense of Congress that the use of offensive military force by a President without prior and clear authorization of an Act of Congress constitutes an impeachable high crime and misdemeanor under article II, section 4 of the Constitution.

Whereas the cornerstone of the Republic is honoring Congress's exclusive power to declare war under article I, section 8, clause 11 of the Constitution: Now, therefore, be it

Resolved by the House of Representatives (the Senate concurring), That it is the sense of Congress that, except in response to an actual or imminent attack against the territory of the United States, the use of offensive military force by a President without prior and clear authorization of an Act of Congress violates Congress's exclusive power to declare war under article I, section 8, clause 11 of the Constitution and therefore constitutes an impeachable high crime and misdemeanor under article II, section 4 of the Constitution.

I dont't think you need a bill for it since it's already in the

Constitution, but whatever floats their boat.

I think it just takes cahonies to bring up the articles of impeachment and then convict and expel them from office.

It seems to be a warning that action will be taken. This is probably for congress to cover it's butt for not taking any actions in the past for transgressions. After all, how would it look if impeachment proceedings were suddenly brought up, when in the past they did nothing?

The last 10 POTUS's have committed impeachable

offenses. The problem is they don't have the gull to draw articles of impeachment, or they are crooks. Obama went into lybia, Bush sr went into kuwait, bush junior Iraq and afghanistan, Eisenhower...Korea, LBJ Veitnam ect ect...all impeachable offenses, but nobody drew up articles of impeachment there for the precident has been set. I hope this bill passes, and I will be calling my state reps/senators and tell them to vote yay, but my hopes are not high in regard to them having the balls to impeach anyone.
