I read/saw a news story many years ago that countries' militaries play "nya, nya, nya nya nya" types of games with each other all the time, and they are not serious provocations. My hunch is that the Iranians in the gunboats were a little bored that day and wanted to have a little fun. Notice how there's no context for this given out by the Pentagon; this is pumped up nothing news before the NH primaries, that's all!
I've had conversations with sonar operators who work aboard US naval submarines who chuckle when they tell me, "Yeah, we were using you guys for target practice all last week." So, there is plenty of truth to what basiltaco writes above. The powers that be are trying to turn a potentially playful incident into one of dire emergency. It could very well be that the 'terrorist' Revolutionary Guard are trying to provoke some sort of attack, I don't know. But I doubt even Ahmadinejad is crazy enough to be this bold, though he does thrive on our belligerence.

This is nothing more than the continuation of the blowback explained to us by Ron Paul. Our presence in the region is unjustified and unnecessary. Because of past meddling and current words from the White House, the Iranians feel threatened. So five fastboats dart out and around some US Navy ships near the Strait of Hormuz in an effort to rattle their sabres. No attack, no shots fired. But our continued presence in the region in defense of Corporate Oil is an ongoing thorn in their side. They feel threatened. They see us as the provokers. Let's pack up, come home and reestablish more normalized trade relations with them. If we change our actions and attitude toward them, I really believe that they will change theirs toward us. I'm an Air Force vet who travelled to Iran frequently in years past. The people were gracious and friendly then, and loved all things American (they would have paid primo cash for my Levi jeans... I share your interpretation of this 'incident'. They will eventually normalize relations with us under a Paul presidency, but even then I think they will be justified in any trepidation they might exhibit. Bush and his administration have really damaged what little trust might have existed between the two nations in the immediate after-math of the attacks of September 11, 2001. Iran made an unprecedented offer of assistance, to which we (Bush) responded with the 'Axis of Evil' speech which included Iran. All bets were off after that. Dr. Paul is our only hope for normalized relations with Iran in our lifetimes.

Maybe it's because Dr. Paul's Rasmussen poll number in NH this morning (at www.presidentpolls.com) is at 11%, above both Rudy and Fred (of course) and closing in on Huckabee. After all, Dr. Paul publicly states that Iran is no threat to us, and he said it again at Saturday's debate.
That this "news" is only being reported now only means that the powers that be are concerned that people see that Dr. Paul's views are rational and make perfect sense.

History shows that many "first attacks" against the U.S. were very much provoked, sometimes by simply being where they're not supposed to be. The Gulf of Tonkin incident and the U.S.S. Maine (Spanish-American War) happened when the U.S. entered decidedly non-neutral territory and then played "woe is me" when they were attacked. I haven't seen anything besides this post about the alleged Iran incident, but since they have a relatively small navy, I doubt they would want to make a first strike against the U.S.

I would like to add that there was a story recently (November 28, 2007) on Ria Novosti which touted a new Iranian submarine with stealth capabilities (http://en.rian.ru/world/20071128/89970209.html). I'm sure it was a good propaganda piece, but it doesn't hurt to take this information into account when considering the timing of this 'incident'.
Please leave the determination of positions and territorial waters to the professionals. Do not trust any map (or nautical chart, in this case) unless it is very, very current and you have multiple sources. Territorial/International waters are not so obvious when you are surrounded by water. I am an oceanographer with 11 years experience in many 'contested' waters. I have been on two vessels which were boarded by angry fishermen. This sort of harassment is not uncommon, especially when fishermen suspect you have fouled their fishing gear or you might be in their territorial waters. The incident happened on Saturday and news is only now hitting the wires. This is not an international incident yet. It could have been a flotilla of angry fishermen as far as we know.
