Need advice on how to make signs

I have a handful of good ideas for signs, but I'm not sure where to start. I live in Western PA, and I want them to withstand the weather until the primary, and until the general. I have never made a sign before, but I know a lot of people on here have experience with it, so I was hoping to pick some brains on the subject. I did a quick search of the site, but didn't come up with much.

What is the cheapest way of doing this? What materials/paints can I use to that will hold up against rain/wind/sun? Other than roadsides and offramps, are there any other places you know of that will be highly visible?

This YouTube video has a downloadable .pdf embedded in it's description. I didn't bother printing out the million 8.5 x 11's for painting the large sign. Instead I used one of the full page signs on the first couple pages of the .pdf and blew it up to 22"x34" and had it laminated. it's a vector file so you can blow it up as big as you want! I then built a frame for it and use it at sign waves.
