mining isnt cheap, and some mines are more pricey than others to operate. it all depends on the geology and structure of the mine. Which also happen to take years to develop, and even more years to fully mine all the potential gold from a mine... all that for an additional 16 tons of gold is not really a big headliner if you ask me.
If I had to guess, I'd say...
that the Western powers knew of this quite a while ago, and therefore the beating of the war drums...sorta like Libya!! This time they won't hire mercenaries to slaughter villages in order to call in "humanitarian" airstrikes...they'll cook up something else to allow the Bank Army to march in.
