Take Texas, for instance, where the delegates are allocated proportionally (with a 20% threshold). According to this...

Ron Paul must receive 20% of the vote to receive any delegate slots which can vote for him in the first three rounds, otherwise even RP people would be bound against him for 3 votes. There are 3 RNC slots, 44 at large slots, and 108 congressional district slots.

People to fill the 44 at large delegate slots will be selected at the state convention.

People to fill the 108 congressional district slots will be selected at congressional district caucuses.

Don't know how the 3 RNC slots work.
