I may be going out on a limb here, but this is in the realm of possibility.
I am basing this on information posted here:

The page was removed but Google cache still has it. The spread sheet, if legit, is incomplete as NYS is still receiving overseas/ Absentee ballots.
Even if it is not legit, lets assume that it is, for a just a moment to help me illustrate how the yet to be counted absentee and Military votes could swing the New York State Republican primary.
Looking at the spread sheet, you can see that many
counties had yet to include their absentee ballots but from what was included, Paul is winning by 3,518 votes state wide.
The Absentee ballots from two counties in Congressional district 29 (My district) push the vote precent from 19.51% for Ron Paul to over 20%.
That’s enough to earn Paul 1 delegate if Romney didn't receive 50% of the state vote. Keep reading for the hook.......
If you add the incomplete absentee ballot totals to the votes cast on April 24th you get a new vote count of 187,383
You also get new vote percentages
Paul - 9812 +24947 = 34759 18.54%
Romney - 6294 + 103,142 = 109436 58.4%
Gingrich - 3893 + 20720 = 24613 = 13.16%
Santorum - 4394 + 14,181 = 18575 = 9.9%
Paul gains 3.24% Romney drops 4.9% Newt drops .46% Santorum gains 1.2%
Remember Absentee and Military ballots are counted seperately, and we all know Dr. Paul does better with the military than any other candidate.
As of this morning, 10 counties in New york State have a combined 417 precincts that have yet to submit their vote count. This is equal to roughly 4.3 % of all the precincts in NY.
County break down:
Queens - 42 precincts not counted
Kings - 5 precincts not counted
Westchester - 326 precincts not counted (33% of total precincts)
Orange - 1 precincts not counted
Bronx - 12 precincts not counted
Deleware - 6 precincts not counted
Chenango - 1 precinct not counted
Onondoga - 5 precincts not counted
Genesse - 1 precincts not counted
Richmond - 18 precincts not counted
If Romney doesn’t carry these remaining ballots 417 precincts at 58% or higher, it’s possible with the absentee / Military ballots he could drop under 50% statewide.
If that happened, Ron Paul would win one delegate in Congressional Districts 29 and possibly more in other Congressional districts as well.
I just spoke to the Schuyler County, NY Board of Elections and while they could not give me an individual break down, they said that as of today they have received 64 absentee votes and 3 overseas Military votes that were not included in Tuesdays results.
Since Schuyler County only had 562 votes cast in the Republican Primary, these 67 votes (That are not yet included in the final tabulation) could add up to an 11% change in the final vote result!
The lady I spoke to at the election office said more
Absentee /Military ballots could come in and they will count these ballots on May 1st.
This will long, long week for me :)
