Was it the state or the full body that decided to replace them? What vote ended up getting counted on the first ballot?

Not in NV. The at large

Not in NV. The at large delegates and alternates were chosen in a batch by vote count. Unless I'm mistaken that makes the alternates essentially the Romney slate. So NV at-large delegates shouldn't risk their seats by individual action that might be ruled improper. (And it will be VERY IMPORTANT for all of them to try to show up.)

Seems to me, if we have a solid majority of dedicated delegates at Tampa, a correct approach might be to:
- use a point of order, before the vote, to ask for a ruling of the chair on whether binding of delegates is void at the national convention level. Then (if the chair rules it is not):
- appeal the ruling of the chair.
If we win that would unbind them.

If we don't have a majority then we'll need the support of the Newt and Santorum people. So then we might want to avoid doing anything to alienate them, and depend on their votes to block Romney on the first ballot.

But if their

first vote is counted, the replacement does not matter.

I think

they can even go rogue on the first round. It is a private party pledge, not a legal document. I doubt they can even be expelled from the party for that.
But they need consult a lawyer who knows by-laws - can the state delegation pull out a rouge vote itself? I doubt due to Rule "not to vote as a unit".

No unbinding

There will be no unbinding, this is a choice made by the campaign manager at the ground and I don't think that he made this choice by himself.

Given how organized the team in NV has been,

I think we've got to trust them on this one.

Central committee can call a meeting and do it if they want.

Republican presidential hopeful Ron Paul succeeded in capturing the majority of Nevada's national delegates early Sunday, overwhelming likely nominee Mitt Romney with an organized contingent who easily took control of the state convention.

Although Republican rules require national delegates to vote according to the results of the Feb. 4 caucuses-- which Romney won with 50 percent of the vote-- 22 of the actual people going to the national convention in Tampa, Fla. are Paul loyalists.

Nevada delegates are bound by the caucus results on the first round of balloting in Tampa, but in the unlikely event of a second round of balloting, they can vote for their favored candidate.

Paul's campaign is executing a state-by-state strategy of capturing enough national delegates to influence the proceedings of the national convention.

In Nevada, Paul supporters won 22 delegates, while Romney supporters won three. Nevada also has three automatic delegates, most of whom have said they support Romney.

Following four years of planning, Paul's campaign succeeded in sending more delegates to the state convention in Sparks than Romney's forces could muster, giving them control of the process. [my emphasis.]

Doesn't sound like unbinding is going to happen...

I don't disagree if the RP leadership chooses not to challenge the issue in NV.

Let's realize the only reason we're able to have the success were having is because of all the caucus states. We've played by the rules of the game to maximize delegates. Flat out changing the rules at every state convention would be considered an abuse. Changing the state procedures to unbind delegates would cause a lot of backlash...i.e. in the form of more caucus states moving to primaries and so on.

We have to pick our battles. I think the long term effects of unbinding the delegates would be detrimental to our cause. I'm likely in the minority on this one, but I agree with Bunce and company on not challenging the issue.

We've made a rather strong statement as is. It's a strategic move not to challenge the issue. The NV team has been very impressive to date...give them the benefit of the doubt that they know what they're doing. They've earned that.

That should have been motioned for to change in the rules BEFORE they were adopted yesterday. I knew that we would only get the delegates and not the alternates because of this. But hey.....RP people SHOW UP so I am sure all of those wonderful 22 delegates will BE there in Tampa!

They just won't be able to get up AT ALL to go to the bathroom lest a Romney alt be waiting in the shadows to snatch their seat. (seriously, that can happen).
