As you may be aware, the Department of Homeland Security (DHS) recently placed a purchase order for 450 million hollow-point bullets. Hollow-points are no ordinary bullets and cause extreme expansion and fragmentation on impact. At the rate bullets were used in Iraq, that is enough for a 7-year war within the United States.
It also appears that DHS is acquiring mobile bulletproof pillboxes and armored personnel carriers.
Thus far, DHS has avoided explaining for this unprecedented acquisition of weapons and material. DHS has a domestic mandate. In other words, the only conceivable use for 450 million bullets would be for state violence against American citizens.
I should be up front: Our small organization is supportive of the work of HRW only as it applies to NATO countries, and we disagree with exporting the western human rights paradigm to other civilizations. That being said, we hope that there is common ground here and that your organization can request, from DHS, an explanation of what it intends to do with 450 million bullets.
