Basically - all delegates go to the winner of the popular vote in a district. So voting in CA really matters! But to vote for Ron Paul one has to be registered Republican BY NOW - so I say do not waste your time on anybody else now but registered Republicans.

"While turnout estimates are generally more guesstimate than prediction, San Francisco's numbers are daunting. While about 207,000 of the city's 470,000 registered voters received vote-by-mail ballots early this month, only around 41,000 of those ballots have found their way back to City Hall so far. That puts the early turnout at just under 9 percent.
While those mail ballot returns are guaranteed to pick up in the final days before the June 5 vote, and plenty of procrastinators will be dropping their not-so-early ballots at polling places Tuesday, Arntz expects the number of mail ballots to top out at about 109,000, or 23 percent of the total."
