♠ Time to Concentrate: IDAHO and OREGON State and District Conventions June 21st-23rd

IDAHO:
Thursday 21 June - Saturday 23 June 2012: The Idaho State Republican Convention convenes at the College of Southern Idaho in Twin Falls.

No later than 30 days before the State Convention, each Presidential candidate prepares a list of proposed National Convention delegates. 80% of the the National Convention delegates...

( 80% of 32 = 25.6 which rounds to 26 delegates ) are selected from this list. 20% ( 20% of 32 = 6.4 which rounds to 6 delegates ) are elected by the Nominations Committee. [Rules Article VI Section 7:]... Delegates ... shall be obliged on the first ballot taken at the Republican National Convention to vote for the candidate who nominated them, provided any Delegates selected as representing the "uncommitted" choice shall be free to cast their vote for any candidate whose name has been placed in nomination before the Republican National Convention. In the event of death or withdrawal ... or release of Delegates by a candidate prior to the first ballot ... Delegates committed to such a candidate ... become uncommitted [Rule Article VI Sections 8 & 9]. There is still controversy on the possibility of our delegates being replaced if they vote for Paul if bound to Romney. Looking into running as UNCOMMITTED should be something to seriously consider.

IMPORTANT: 'newly elected' PCPS HAVE TO BRING THEIR PCP CERTIFICATE, OR THEY WILL NOT BE CREDENTIALED !

Saturday 23 June 2012: District Conventions. Delegates to the 5 District Conventions elect the National Convention Delegates according to the results of the primary. There are 4 ballots in each CD: 1 for each of the 3 Congressional District delegates (total 5 districts × 3 delegates = 15 delegates) and 1 for the statewide At-Large delegates (total 10 delegates). The delegate candidate(s) receiving the most votes will attend the National Convention.

Each person selected as a delegate ... shall sign a pledge that he/she shall vote at the National Convention for the candidate for the President of the United States he/she favors until the candidate is: (1) nominated; (2) receives less than 35% of the votes for nomination at the convention; (3) releases the delegate from the pledge; or (4) until two convention nominating ballots have been taken. Should a delegate ... refuse to cast his/her vote in accordance with this pledge ... the Chairman of the Oregon delegation ... shall report to the convention floor that delegate's vote in accordance with such laws and rules until such time as that delegate is released from his/her pledge. [Oregon Republican Party Bylaws ARTICLE XVII Section B.; State Law (ORS 248.315)] This is more crap from the GOP and evidence that we need to be the majority at Oregon's convention. I can't find anything saying the the punishment is that a Romney allocated delegate voting for Paul can be removed, but I STRONGLY suggest reading as much into your state's laws/bylaws because you can never be prepared enough.

For this great reminder to Oregon PCPs! We need all the votes we can get.

To clear up misconceptions about who can vote:

Our Oregon State Primary was May 15th and those who were on the ballot running for Precinct Committeeperson vacancies were elected then--if they won. The County Clerk then sent them a Certificate of Election.

In the Primary persons can also be written in to fill empty positions. If you are written in by 3 voters in the precinct and no one else received more votes, you win--IF you are willing to accept the position.
Write-in candidates had until June 11 to send in the form saying they accepted the position.

Does anyone know if PCPs only have to bring photo ID to the district convention or if there is some registration/paperwork we have to fill out and bring?

To clarify ,they will NOT HAVE YOUR CERTIFICATE THERE FOR YOU. you must have already received it in the mail or you are not considered a voting PCP. If you should have got it and didn't, you must contact your county elections and get it! before Saturday!

Now, about whether you just need your ID or if you need to bring your actual certificate to the convention.

There are 2 things being said.
1) according to RNC 'official call', you do have to bring it if you are 'newly elected'
2) according to statement made by Bob Avery (the CD4 chair) at the Lane County Executive Board meeting two and a half hours ago, when this question was asked by an establishment guy, that they would have the certified list of PCPs from the election and write-ins, at the convention, and ID would be sufficient. but that if someone wasn't on this list, they would need to show the certificate.

We suspect that they were going to try to pull #1 to try to deny our folks, and that a grassroots complaint and threat that all PCPs are 'newly elected' and thus this would be used against their people too which was made yesterday, led to the corrected #2 (which is how it should be). We aren't sure about this, of course.

What would you suggest Oregon

What would you suggest Oregon Paul supporters do if they're not PCPs but want to help out? Is it worth a drive to their convention?

I am not a PCP and I am going - lots you can do

I am not a PCP and I am going. you can absolutely attend as a guest, you just can't vote, and you will (at some point) have to be on the other side of a (rope) divider from the voting PCPs.

Here's how you can help:
1. contact your CD4 chair and offer to volunteer on vote counting and credentialing
2. any national delegate can appoint a person to be present at the vote counting for them. Find a national delegate and ask them if they want you to make sure their votes get counted.
3. if you have iphone/android, download uStream, sit next to a power plug, and stream the convention. interview RP and other candidate's delegates
4. man the RP table at the convention entrance where the slates will be going out.
5. be there to go out & get food for voting PCPs (they can't leave unless in recess). CD4 rumor that there won't be enough lunches.

AND MOST IMPORTANTLY

6. watch, listen, and learn, because you will be an elected PCP at the NEXT state convention, right? Better that it not be your first time attending, probably.

Who can attend district conventions in Oregon?

My parents are new Ron paul supporters in Oregon. They should be going, correct? can they vote, and how will they know who to vote for?

chose their PCP's a while back. Best thing to do is show up anyway. It'll be a sweep.

The news says oromney got 72% of the beauty contest vote which I do not believe.

Every leader from every county meet-up should be mailing out the details to all their PCP's along with reminders to show up. They are fairly well organized.

state delegates are the ones

state delegates are the ones who select the national delegates. It's the committeepersons who appoint the state delegates. Whether or not they can go to their district convention as a guest, find their chairman and get appointed to fill any vacancies by their chairman is unknown to me. I know for a fact that it was done at the state convention in IL, but Oregon is a different state and I don't have any connections with the grassroots leaders there.

Correction---

Duly elected (or appointed) Precinct Committee persons PCPs go to the District Conventions, which are all held on the same day in all 5 districts.
At the Convention the PCPs vote for the Delegates to the Republican National Convention.
Delegates are allotted proportionally to each candidate by percentage of votes cast for them during the Primary Election May 15th.
Romney received 4 At Large Delegates and 15 Congressional District Delegates (3 from each district) using these percentages.
Gingrich received 1 At Large Delegate
Santorum received 2 At Large Delegates
Ron Paul received 3 At Large Delegates
All 25 of these delegates are supposedly "Bound" to vote for the candidate they committed to support.
Then there are 3 unbound delegates who can vote for whomever they choose on all the ballots. (I think it is the Chairman and the two National Committeepersons who cast the unbound votes)
