As a responder below has said that Biden made this comment and appearance on MSNBC when George Bush held office.

let's see what he has to say now. I would love someone to quote him in front of an audience and hear his response on how he would address the current president.

Nice reminder of what Biden said, but you need to change the title from "Obama" to "president." You'll still make your point but without misrepresenting this post to Daily Paul readers. We don't take kindly to being duped! Having said that...
This was a great find! Everyone needs to be reminded of what our Vice President said when he was a member of Congress. And Biden notes here that he's TAUGHT "Separation of Powers and Constitutional law." That is, as an expert on the subject, he's AWARE that a president has "no Constitutional authority to take this nation to war... unless we're attacked or there is proof that we are about to be attacked." At the time, he said he would move to impeach the president if he did this. He needs to be directly asked if he would support impeachment if the president were a Democrat instead of Republican.

The post could be re-titled that way, and it would be fine.
Misleading title
It gives the impression that the President is Obama and the fact that the date of the video is not mentioned ANYWHERE would give it that impression, but I noticed the headlines in the video were giving information discussing Giuliani and Huckabee which would infer that it was from 2007/2008 while Bush was still President.
Notice that
it also says "Joe Biden (D) Presidential Candidate" so yeah this was before the 08 election.
I think the title is sarcastic
For, if Biden called for Bush to be impeached for taking the country to war, then he also called for any president, including Obama to be impeached as well.
