Can the Republican Party collect donations for Romney? He is not the candidate yet?

I attended my OCREC (Orange County Republican Executive Committee) monthly meeting last night, in Orlando Florida. They where collecting money for the Romeny campaign. Now I asked since Romeny is not the nominee yet, at least not until August, I thought the Republicans could not collect money yet at the monthly meeting?? I asked the Chairman running the meeting and he said that they could collect donations for the Romeny campaign because he obliviously would be the Republican Nominee?? I would like to challenge this! What rule would I quote, or is this legal??? I need resources!
