Maybe I missed the info on this here at the DP, but I thought Ron Paul already had 5 states:
Minnesota, Iowa, Maine, Louisiana, and Nevada (Yeah Romney's doing a shadow party in Nevada, but Ron Paul won the most delegates there in the *real* party)
Did I miss something?
Edit: So as I understand it, yeah there are states that Ron Paul has a plurality of delegates but those delegates are bound to vote for Romney on the first ballot. To my knowledge it doesn't prevent Ron Paul's name from being submitted for nomination by rule 40. Is there anywhere in the rules that states a candidate cannot use a state where he/she has a plurality of delegates (But those delegates are bound to vote for another candidate on the first ballot) to be used to fulfill rule 40?
