What's there to understand?

It's clearly irrelevant mere 4 pieces of paper most of those who are suppose to obey ignore.

It either gave you the government you have or it was unable to prevent it, in either case it's unfit to fulfill it's intended role.

Once we have actual contracts as agreements for how we're going to behave towards one another, then we can talk about obligations and freedom, not a second sooner.
