I am a Mormon of 42 years and I have never heard of any nutsack ceremony. I wish people that tell about other religions would at least get their facts straight. As far as the "fancy underwear" you speak of, look at it this way, in some religions the clergy has robes and certain outward clothing he wears. In the Mormon church the underwear has personal significance to the wearer it is in essence his or her robes -not for the world to see but just the wearer.

He's not trying to impress the Jews,
we don't give a damn (I'm from a Jewish family although I'm really an atheist). Rather, he's doing this for the evangelicals, those that consider Israel more important and sacred than even most of the Jews do...
