"The Sheriff would have the authority. The fortitude is the question. For now, I can only direct you to Anderson on Sheriffs, referenced in the article. There are solutions for dealing with a Sheriff unwilling to do their duty. The other option might be a Citizens Grand Jury. However, I'm not sure how one could be called without a cooperative sheriff."
We have the organizations to forms citizens grand juries in every state. If enough citzens grand juries indict Obama, Romney, Bush, etc., sheriffs and prosecutors would be compelled to comply.
