DP Home Page Settings Confuse Me - Why is TW's newer post with more likes, below the older, less popular QE3 Post?

Can someone explain to me how the DP home page works? Is it an algorithm or just simply the admins picking and choosing which articles land where?

Today's Tom Woods post with 233 likes, is about 4 spots below Yesterday's QE3 Post, which has 95 likes.

I thought maybe it was based on most recent replies, so I added a reply just to see, but Tom's post stayed in same spot.

Can one of the DP veterans educate me on this one?

Good questions

From what I know Michael Nystrom decides what is placed on the front page and in which spot -- I think these days even mods can't post anything there without getting permission from MN.
