No Budget, No Pay Act (HR 3643)

Let's spread the word and get this bill passed. Here is an email I received from Congressman Scott Rigell VA-2. He is an alright Congressman and I am currently waiting on an interview for an internship with him.

Dear Friend,

Our country deserves a budget, not another temporary fix.

Last week the House passed a bill that would continue to fund the government for the next six months. I voted AGAINST this measure because 1) it left out critical funding for shipbuilding, a top priority for our Navy and our local industry and 2) this ‘stop gap’ funding method is no way to run our country. We must hold Washington accountable for passing a real budget and all of the appropriations bills for which it is responsible. Every American family operates on a budget; so too must our government. These short-term continuing resolutions are creating uncertainty in the private sector and hurting our country.

But how do we hold Washington accountable? By tying pay to performance, as they do in the private sector. I have supported common sense ways to do this:

First, the ‘No Budget, No Pay’ Act (HR 3643) states that in order for Members of Congress to get paid they must pass a budget and all 12 appropriations bills by October 1 of each fiscal year. And there is no chance of retroactive pay if they miss the deadline. This bill enjoys the overwhelming support of the American people and bipartisan support in the House and the Senate. I call upon our leadership to bring it to a vote.

Second, the first bill I introduced in Congress was the Lead By Example Act of 2011 (HR 1168) which would prohibit Members of Congress from receiving a taxpayer-funded match to their retirement savings account - similar to a 401K plan - unless a budget reducing the deficit is passed each year.

The time to put our country on a better fiscal path is now, and that path starts with having a budget blueprint for our future by holding legislators accountable. We are Americans; we can do this!
