Reince Prebus, when asked why Ron Paul was not nominated at the convention, said the nominating papers were not filed in a timely manor. We know that is a lie, thanks to new video footage. the convention secretary received the papers 1 hour and 24 minutes before roll call.
Where in the rules does it specify what "timely manner" means. I've heard it is no later than 1 hour prior to role call but I've never seen it in writing.
Any help is much appreciated.
