Rather than focusing on people who are “milking the system”, I try to think about the people you don’t see on the news or youtube who have benefitted from this phone program. The widows, elderly folks trying to survive on fixed incomes, the truly disabled who are for the most part homebound, people who are sick/terminal etc..... I would imagine for a lot of these folks, the phones are a god send and allow them to do things like call in prescriptions, make dr. appts., set up rides, talk to case workers etc.....and if nothing else, allow them at least the means to be able to call 911 in an emergency.

Cell phone is free for the recepiant.

The Los Angeles Times reported in August 2011 that the program is Paid for by the Universal Service Fund, which telecommunications companies must contribute to by law. It is a fee... aka: tax... on phone bills or buried in the service charges.

"Spending for the program went from $488 million in 2000 to $1.8 billion in 2011," Fox News reported in May.

Rep. Tim Griffin (R-AR) - the congressman who started the program - told Fox at the time that he was working to change the law due to the exploding costs of the program. According to Griffin, the government said that landlines were not enough and the program was expanded to include free cell phones. “I don’t think the federal government should be giving out free cell phones,” he said, adding that some people are getting “two and three, 10 and 20 and 30 cell phones and you’re paying for it!” “[People] aren’t just getting cell phones, they are getting iPhones, ...Blackberries, ... stuff that you and I are paying ... every month,” he added.
