How can we petition to remove the use of voting machines?

Who makes that decision? State, Federal, local?

Just as shown in today's news about the vote for Romney on a machine that kept switching it to Obama, we KNOW that it can and has been done. We KNOW that using machines is not more accurate than a hand count and we KNOW it doesn't save the states money.

This is one situation where technology is NOT the answer.
