where does it say that only state governments

are the only people allowed to form a constitutional convention or declare secession or nullify a federal law?

why can't a group of citizens in each state call a constitutional convention, propose amendments, then send it to the state assemblies to ratify?

why can't a group of citizens put a referendum on the next state ballot to secede from the union? or nullify a federal law?

I don't see any reason we have to go thru the percieved power elite to fix what we want fixed.
