Did SPD violate this man's civil rights?

The Seattle police department has been under much scrutiny after a repeatedly allegations of excessive force, resulting in the death of one man and the paralysis of another. In this most recent case, the SPD withheld the dash cam video that clearly showed the incident unfold & finally released it today. It begins to escalate about 2 min 30 secs. Did the SPD violate this man's rights? You be the judge...
