H.Clinton: US Losing Info War To Alt. Media. Requests extra funds to spread US propaganda

(You Tube) The US is losing the global information war, Secretary of State Hillary Clinton declared while appearing before a congressional committee to ask for extra funds to spread US propaganda through new media.
Clinton said existing private channels are not good enough to handle the job, naming as rivals Al Jazeera, China’s CCTV and RT — which she watches, she added.
Clinton was defending her department’s budget in front of the House’s Committee on Foreign Affairs on Wednesday.
Clinton said the US should step up its propaganda effort and get back “in the game” of doing “what we do best.”

I understand what you're saying, but could you mention a specific topic that RT has "lied" or "told a half truth" about? I have several examples of lies and half truths from CNN, Fox, MSNBC, and BBC.
That's kind of how I look at it: I've done research on many topics brought up by RT and I still have yet to prove them wrong. Maybe you have an example, though? I'm all ears.

RT is only a friend of liberty when it suits the agenda of its owners. Putin's Russia is imperialist and repressive and surely looks forward to imposing its will others should waning US power give it the opportunity.

It is biased, but I wouldn't go so far to say it is propaganda. There is a clear leaning by each network, but most of the networks have various people who hold different views working for them. I generally think any popular, major private news network will always have less propaganda than one owned and controlled by a government.
You will not find 'propaganda free' media anywhere. Even the libertarian news sites on the internet spread libertarian propaganda, they don't talk about what the other viewpoint thinks and give a fair and balanced conclusion, because that's stupid and pointless. Propaganda is a valid tactic in furthering your political goals. I support spreading libertarian propaganda, because I want other people to be libertarians. Other people with other political views think the same way. Governments also think the same way, as they are the government, they push statist views that support the government of their country on their news outlets. As a result, government propaganda is always the worst propaganda.
Daily Paulers are the most skeptical people of any action by anyone in the US. They can find a conspiracy in a glass of water. Yet so many of you refuse to even question what China, Russia, Iran or Qatar's totalitarian governments want you to hear on their official TV stations...
There is no doubt that the Chinese, Russian, Qatari and Iranian state run media is far worse than that of the United States. The governments of these countries are also far more tyrannical than that of the United States. As much as many American libertarians like to play the victim, the fact is that the US is the best country for liberty in the world. There is no nation on the planet that has the level of freedom of speech or the gun rights that Americans do. There is no nation on the planet that has as strong a libertarian movement than what Americans have. People here talk of Switzerland, Panama and Finland, but the truth is they are all far inferior in these aspects.
Despite all it's flaws, there is still really nowhere better than the United States of America.
