28th Amendment: the Right to Secede

Article 72 of the 1977 Constitution of the USSR states in full:

"Each Union Republic shall retain the right freely to secede from the USSR."

In 1991, all 15 Soviet republics — including the Russian Republic — cited Article 72 as their legal pretext to secede from the Soviet Union, which they did, one after another, from September to December.

Is there a brave soul in the U.S. Congress who might be willing to propose such an Amendment to our own Constitution?

Amendment 28: "Each State shall have the right to freely secede from the USA."
