It boils down to positive and negative rights.

Progressives, socialists, and Marxists all believe the government has an obligation to provide people with both negative and positive rights. Classic liberals, libertarians, and real Conservatives believe the government exists only to ensure negative rights (Thou shalt not kill & Thou shalt not steal).
