Rand on offsetting Sandy funds with foreign aid cuts 12/28/12

The Sandy supplemental bill (H.R. 1) is asking for $60.4 billion. Of the $60.4 billion, only $9.0 billion will be spent in fiscal year 2013. Rand's amendment would reduce the supplemental bill to only authorize funds for 2013 ($9.0 billion) and offset the cost by reducing foreign aid by the same amount.
