Here is a Constitutionally Based Tax System we promote which follows ENUMERATED CONSENSUAL Taxation Before it is collected as the original Constitution intended:

This type of taxation keeps taxation by Federal, State and County governments separated and keeps people "Secure in their Person, Papers and Effects (Property)" as is established in the Bill of Rights.
Article 1 Section 9:"...No Capitation, or OTHER direct, Tax shall be laid, UNLESS in "Proportion to the Census or ENUMERATION" herein BEFORE directed to be taken."
The Congress shall have power to lay and collect taxes on incomes, from whatever source derived, without apportionment among the several States, and "WITHOUT REGARD to any census of ENUMERATION".
Also Note that arrogating powers outside the DELEGATED powers ORIGINALLY granted is and will always be unconstitutional, Changing an Enumerated tax to an UN-enumerated tax is an ARROGATED POWER, Not Granted and Expressly Prohibited in the Original Compact.
The Constitution cannot be ammended, Nor can the States or State Representatives "ratify" or amend the constitution to arrogate powers outside the original delegated powers.
Here this is defined clearly in the Virginia Ratifying Convention 6-16-1788 (Day Convention in FULL):
