Was foreign aid even mentioned in the "Fiscal Cliff" fiasco?

I'll bet the rats in congress didn't even dare mention the 55 billion dollars they give away each year during the recent "Fiscal Cliff" voting.

But I ask:
WHERE in the U.S. Constitution does it authorize the congress or the president to take even ONE PENNY from American citizens and re-distribute it to foreign nations???

It doesn't.

In fact, I call it treason against the citizens of the United States, and any elected official who votes for foreign aid to ANY nation should be charged and tried accordingly.

Case in point:
How much campaign money does Lyndsey Graham get from defense contractors in South Carolina who in turn get untold billions of dollars by selling their arms to the very countries who Graham votes to give U.S. foreign aid money???

In fact, several foreign aid bills have language which forces the recipient country to use a large percentage of their "aid" to purchase U.S. made military weaponry.

So not only are we funding a world-wide arms race, those very weapons could one day be used against our military when we end up having to go destroy the monsters we're creating.

Immoral law-makers like Lyndsey Graham, John McCain and Joe LIEberman should be charged with treason and MAJOR conflicts of interest against the United States.

They are NOT making us safer.

No it was not part of the discussion.

Rand made an issue of it on the senate floor in September and got nowhere:
