Wow you guys really don't recognize the onion when you see it? This is a fake production from The Onion. Just look at the "c-Span" logo in the video. It's The Onion logo. And if you leave a comment you wait for their approval because they only accept posts from dumb-asses who don't know what the fuck they are watching. Pardon my french but you can't possibly fall for this one. Something tells me I shouldn't even be saying this, I should just grab some popcorn.

Is that what you are saying with your post, I'm sincerely trying to be clear here. It certainly looks authentic to me, hence my confusion. I invite any others to give their opinion (onion) as well.

Perhaps simply researching the bill on thomas.gov will give me the answer....thanks for your response, though.
