Reapportionment Act of 1929.. should it be overturned?

I came across this website http://thirty-thousand.org/

Apparently, the Reapportionment Act of 1929 (http://en.wikipedia.org/wiki/Reapportionment_Act_of_1929) fixed the number in the House of Representatives to 435, where before it would increase as the population increased. Fixing this number has essentially concentrated power in fewer representatives, and reduced the power of the people.

What do you all think of this? Can/should this be overturned?
