Hmm, I wonder which company/ies were behind this legislation?
Could service providers be trying to chain people to their service by making switching services (necessitating buying a new phone) too costy?
Might cell phone manufacturers be trying to minimize the reselling of used phones so more people have to buy new?
Could a manufacturer who sells unlocked phones be trying to make their product even more attractive?
Gotta love crony capitalism....

I know a guy with a business unlocking phones at the mall
I'll ask him what he thinks of this but I think I know what he's going to say:
