Obama is preparing for extreme economic deprivation in America, that he at least thinks is possible due to his current economic policies, and the mass civil unrest that would follow as a consequence.
See Obama's other preparations for potential mass civil unrest.

Could someone provide transcription of the key remarks
by Obama, for people with no broadband? Sounds important. But I have no idea of what he said.

But more people need to see it. I don't know if splintering the conversation across three different threads is detrimental when having three threads to increase the likelihood that it's seen.
This is just one element to the overall measures to try and
control the expected future civil unrest.
Obama is expecting extreme economic deprivation and high unemployment because of his economic policies.
I have put the other measures on the linked blogpost.
